Report: EU draft proposal recommends no ban on diesel HGV production until 2040

The EU won't ban diesel HGV production until 2040, according to a leaked document seen by Euroactive, a pan-European news website specialised in EU policies.

In an article published on 1st February, Euroactive wrote that the production of HGVs with combustion engines would be allowed beyond 2035, with a potential phase-out coming in 2040 at the earliest. The news portal is referring to a draft proposal by the European Commission on revised CO2 emission standards for heavy-duty vehicles.

The European Commission is going to discuss revised CO2 standards on 14 February 2023. This discussion will include the CO2 emission performance standards for heavy-duty vehicles, too Adina-Ioana Vălean, European Commissioner for Transport , confirmed at the end of January.

While the phase-out of passenger cars and vans has already been scheduled in the EU’s Green Deal plan for 2035, according to a leaked draft of the proposal, HGVs with combustion engines can be produced longer – with a potential phase-out coming in 2040 at the earliest.

“The document, seen by EURACTIV, leaves untouched the carbon emissions reduction targets for 2025 to 2029 and does not yet specify the necessary emissions reductions afterwards”, the article reads.

Euroactive adds, that the draft also extends the application of the standards to heavier vehicles, covering all subgroups that are defined in the law.
