EU to standardise electronic freight data exchange

The EU has begun implementing the eFTI Regulation to standardise electronic data exchange in freight transport, aiming to replace paper-based documentation and improve efficiency by July 2027.

The European Union has begun implementing the Electronic Freight Transport Information (eFTI) Regulation, introducing measures for Member States to develop IT systems for electronic data exchange in the freight sector. The first implementing and delegated acts are now in force, specifying system design and data exchange requirements.

The eFTI Regulation establishes a framework for replacing paper-based freight documentation with standardised electronic data across all transport modes. From July 2027, secure eFTI-certified IT platforms will allow companies to share transport information electronically with authorities and business partners, integrating these platforms into existing data systems.

This change is intended to reduce administrative burdens, enhance data security, and support compliance with EU and national regulations.

Timeline for implementation

  • January 2025: Member States can start developing IT systems to facilitate compliance checks using eFTI-compliant data.
  • September 2025: The European Commission will adopt additional technical specifications for eFTI platforms, service providers, and certification rules.
  • January 2026: Certified eFTI platforms and service providers may begin operations. Authorities will start accepting electronic data from these platforms.
  • July 9, 2027: Full implementation of the eFTI Regulation. Authorities will be required to accept electronic freight information via certified platforms.

The European Commission anticipates that the eFTI framework will improve operational efficiency and reduce administrative tasks for both hauliers and national authorities. By establishing common standards, it aims to facilitate smoother compliance checks and data sharing.

These measures are part of the EU’s broader strategy to digitalise transport systems and improve regulatory compliance in the freight sector.
