According to an announcement by the Romanian National Company for Road Infrastructure Administration (CNAIR) dated 31 December 2024, these adjustments aim to streamline traffic flow and align with Schengen regulations.
CNAIR has ceased conducting specific control activities at the border crossing points (PTF) shared with Hungary and Bulgaria. Instead, its operations are now limited to commercial functions on the inbound traffic lanes. These include the sale of road toll vignettes (roviniete) and the issuance of Special Transport Authorisations (AST) upon request.
To facilitate the transition, CNAIR has introduced the following measures:
- Deactivation of Outbound Weighing Equipment: Procedures have begun to conserve weighing installations on outbound lanes, eliminating their use for departing vehicles.
- Maintenance of Inbound Weighing Systems: Weighing installations on inbound lanes remain operational, and one system is allocated for issuing ASTs to vehicles exceeding standard weight and/or size limits.
- Staff Reorganisation: CNAIR has adjusted its workforce to focus solely on commercial activities on inbound lanes. Personnel are now deployed in shifts to ensure seamless service provision for purchasing roviniete and obtaining ASTs.
CNAIR has prioritised facilitating the legal circulation of oversized vehicles. Operators of such vehicles can now acquire the necessary ASTs immediately at the border. This process ensures compliance with road safety regulations and guarantees the safe passage of oversized vehicles through restricted routes.
Outbound lanes are no longer staffed by CNAIR, except for the Giurgiu-Ruse border crossing. Here, CNAIR continues to collect toll fees for the Danube Bridge on all eight transit lanes, accommodating all vehicle categories. Plans are also underway to implement an online payment system for tolls, which will further enhance traffic efficiency.
