The new rules, reported by Sveriges Åkeriföretag, the Swedish Road Haulage Association, will come into force on a date to be determined by the government and will increase and differentiate road charges for heavy vehicles. In addition, vehicle tax will be adjusted for certain categories of vehicles.
An important change is the extension of the toll obligation. From 26 March 2027, all vehicles weighing more than 3.5 tonnes will be subject to tolls. This includes single vehicles, articulated vehicles over 3.5 tonnes and articulated vehicles where the towing vehicle is under 3.5 tonnes but the total weight exceeds this limit. The toll for these lighter vehicles will be one third lower than for heavier vehicles.
The revised agreement includes several important changes. First, it is in line with the Eurovignette Directive, which requires tolls to be differentiated according to a vehicle’s carbon dioxide emissions. This will encourage the use of cleaner vehicles by offering them lower toll costs. In addition, the agreement introduces new toll exemptions for zero-emission vehicles under 4.25 tonnes. Tolls will also be available for different periods – one day, one week, one month and one year – with fixed price points for each period relative to the annual toll.
The changes also include adjustments to vehicle tax for specific categories of heavy trucks using diesel. These trucks will face a yearly vehicle tax of:
- 300 Swedish Krona (approx 28 euros) for lorries without a towing device,
- 300 Swedish Krona (approx 28 euros) for lorries with a non-trailer towing device,
- 1,000 Swedish Krona (approx 87 euros) for lorries equipped for trailers.
