New requirements for transit declarations in Turkey

Hauliers entering Turkey must ensure that their Economic Operator Identification Number (EORI) is valid and linked to their fiscal number before 4 November 2024 to comply with new transit declaration requirements.

The Union of Chambers and Commodity Exchanges of Türkiye (TOBB) and the International Road Transport Association of Turkey (UND) have announced significant changes to the registration process for transit declarations, set to take effect on 4 November 2024.

Under the new regulations, transit declarations will not be accepted without the inclusion of an Economic Operator Identification Number (EORI).

This development comes as Türkiye prepares to transition to Phase 5 of the New Computerised Transit System (NCTS). The EORI number must now be entered in the Carrier Identification Number field of transit declarations. The validity of this number will be automatically verified by the system, ensuring compliance with EU customs regulations.

The EORI number is a unique identifier assigned to economic operators by customs authorities within the European Union, facilitating all customs operations throughout the region. Transport companies are urged to ensure their EORI numbers are valid, as outlined by the European Commission.

Should any issues arise regarding the validity of an EORI number, transport operators will be required to rectify these before approaching the customs administration of their respective countries.

In light of these changes, TOBB and UND stress the importance of linking the EORI number with the fiscal number in the relevant information systems. They advise transport companies to complete this process before the 4 November deadline to avoid potential disruptions in their operations.

The authorities have further noted that, as stated in a letter from the Ministry of Commerce, preparations must be made ahead of the transition to NCTS Phase 5, which will officially begin on 17 November 2024.
