Hauliers face a busy end to 2025, with access restrictions on key Alpine routes, planned weekend closures at a major German port bridge, and further road-charging updates. Below is a country-by-country digest of what’s changing and when.
Austria: Tyrol confirms 2025 block-clearance calendar (A12/A93)
Tyrol will continue to meter HGV access (“Blockabfertigung”) at the Kiefersfelden–Kufstein border gateway on 36 days in 2025, fewer than 2024’s 40, according to the Tyrolean provincial government. Additional ad-hoc days may still be introduced at short notice due to roadworks, accidents or severe weather.
The remaining block-clearance days in autumn and winter 2025 are:
- 6 October (Monday)
- 5, 12, 19, 26 November (all Wednesdays)
- 9 December (Tuesday)
Hauliers should plan for delays on the A93/A12 corridor on these dates, particularly for time-sensitive transport.
Austria, Lueg Bridge (A13 Brenner): two lanes open, truck limits remain
Until 5 October 2025, the Lueg Bridge on the A13 is operating with two lanes in each direction to ease traffic. However, all vehicles over 3.5 tonnes must remain in the left (inner) lane to protect the bridge structure. In addition, Saturday lorry bans remain in force on specific dates
- September: 6, 13, 20, 27 (Italy-bound only)
- October: 2 (Italy-bound), 3 (Germany-bound)
ASFINAG notes that bridge modernisation works will continue until 2030, so constraints are expected to persist.
Germany: Hamburg’s Köhlbrand Bridge weekend closures
The Köhlbrand Bridge, linking the A1 and A7 within the Port of Hamburg, is closing fully on selected weekends in 2025 for maintenance (Friday night to Monday morning):
- 5 September 21:00 – 8 September 05:00
- 9 October 22:00 – 13 October 05:00
According to Hamburg Port Authority, around 34,000 vehicles cross the bridge daily, including 12,700 HGVs. A replacement crossing with higher clearance is scheduled before 2040, with design visualisation expected in Q4 2025.

France–Italy: Mont Blanc Tunnel closed September–December
The Mont Blanc Tunnel is completely closed for renovation from 1 September 2025, 17:00 to 12 December 2025, 17:00, according to operator ATMB
Diversions:
- Fréjus Tunnel — main alternative, but heavy congestion is expected.
- Grand-St-Bernard Tunnel (CH/IT) — available, but not ADR-compliant (Class E).
- Other Alpine routes may be weather-dependent in autumn and winter, posing further risks.

Bulgaria: lorry toll increase of 2025
Bulgaria’s toll operator BGToll has applied a further 10% increase for vehicles above 3.5 tonnes, following April’s rise. Rates now stand about 20% higher than at the start of the year. Charges depend on gross weight, axles, Euro class and road type.
Vehicles under 3.5 tonnes continue to use e-vignettes. Prices were updated on 1 May: annual 97 BGN (c. €49), monthly 30 BGN, weekly 15 BGN, weekend 10 BGN. BGToll urges hauliers to enter licence plate and vehicle class details carefully when purchasing online to avoid invalidation.
Romania: higher road toll rates from 8 September
Romania has sharply increased its road-use charge (rovinietă) under Government Ordinance 23/2025, published on 29 August 2025. New tariffs apply to cars from 1 September, and to trucks and buses from 8 September. Fees are set in euro, collected in lei at a fixed 1€=5 RON.
Examples of new annual and monthly charges for trucks:
- ≤3.5t: €114 / 570 RON per year; €21.5 / 108 RON for 30 days
- 3.5–7.5t: €380 / 1,900 RON per year; €38 / 190 RON for 30 days
- 7.5–12t: €665 / 3,325 RON per year; €66.5 / 332 RON for 30 days
- ≥12t, 3 axles: €855 / 4,275 RON per year; €85.5 / 428 RON for 30 days
- ≥12t, 4+ axles: €1,425 / 7,125 RON per year; €142.5 / 712 RON for 30 days
Fines for invalid rovinietă also rise from 8 September, ranging from 1,140–2,280 RON for ≤3.5t vehicles up to 14,250–28,500 RON for HGVs with four or more axles.
Italy: temporary toll-free section on A1
From 15 September 2025, the A1 motorway between Piacenza Sud and Fiorenzuola d’Arda will be toll-free in both directions for around 180 days, until completion of works on the SS9 Via Emilia at the Nure bridge. The measure, announced by the Ministry of Infrastructure and Transport, applies to all vehicles including HGVs, with the aim of reducing costs for freight and easing pressure on local roads during the works.
