Large fleet DVS grace period application process launched by TfL

Transport for London will introduce a bulk application process for Direct Vision Standard grace periods starting 1 October 2024, allowing operators with over 100 vehicles to apply collectively.

Transport for London (TfL) is set to introduce a bulk application process for Direct Vision Standard (DVS) grace periods, following extensive lobbying by the Road Haulage Association (RHA). Starting from 1 October 2024, operators with more than 100 vehicles will be able to apply for a grace period through this new process, which is designed to streamline applications for large fleets.

According to the RHA, operators managing fewer vehicles must continue to use the existing single-vehicle route. 

The RHA advises operators to start gathering the necessary evidence in advance to ensure a smooth submission once applications open.

 TfL has also stated that it will contact operators who have previously reached out regarding grace period requests.

Process details

As outlined by the RHA, eligible operators must submit a grace period application enquiry, explicitly stating that the application involves more than 100 vehicles. 

The application will be processed as a whole, meaning grace periods will be granted or rejected for all vehicles collectively, not on an individual basis. 

The RHA emphasises that it is crucial to submit all required evidence correctly.

Evidence requirements

The RHA has provided guidance on the evidence operators need to submit for the bulk grace period application. This includes:

  • A statement on headed paper listing the number of vehicles and Vehicle Registration Marks (VRMs). The statement must confirm that all vehicles have valid HGV Safety Permits, are scheduled for Progressive Safe System (PSS) installation, and will have PSS fitted by 4 May 2025.
  • A list of the VRMs using the TfL-provided Excel template. The number of VRMs must match those in the operator’s statement.
  • A letter from the PSS fitter or supplier, also on headed paper, confirming the number of vehicles scheduled for fitting or supply of PSS equipment. The total must align with the numbers in both the statement and the Excel template. TfL does not require fitters or suppliers to list every VRM, provided the total number of vehicles is confirmed.

Application deadline

Applications will only be accepted from 1 October until 27 October 2024. 

The RHA strongly encourages operators to apply early within this window to address any potential issues with their submission. TfL has made it clear that any applications submitted before 1 October 2024 will be rejected, as will those covering fewer than 100 vehicles.
