Los Angeles Harbour Commission approves $52 million rail expansion project

The Los Angeles Harbor Commission has approved a $52 million infrastructure improvement project at the Fenix Marine Services terminal at Pier 300, part of the Port of Los Angeles. The project, set to begin construction next year, is expected to significantly enhance the terminal's on-dock rail capacity, boosting cargo efficiency while reducing emissions.

Los Angeles Harbor Commission President Lucille Roybal-Allard described the project as a dual benefit to both productivity and sustainability.

“This project enhances cargo capacity and efficiency while improving the sustainability of port operations,” she stated.

The expansion will add five new loading and unloading tracks to the terminal’s intermodal yard, allowing more cargo to be directly loaded onto trains. Rail transport is regarded as the most energy-efficient method for long-haul freight movement across the United States, which aligns with the port’s broader environmental goals.

Gene Seroka, Executive Director of the Port of Los Angeles, emphasized the competitive advantage the project will provide, enabling smoother operations and cleaner processes through reduced cargo handling.

“This project will make us more competitive and add to our ability to pursue more discretionary cargo headed for the interior of the United States,” he said.

The initiative has secured $18 million in grant funding from the U.S. Department of Transportation Maritime Administration and $19 million from California’s Trade Corridor Enhancement Program, with the remaining cost covered by the Port of Los Angeles.

Further improvements include infrastructure updates such as fire protection, storm drain design, and other safety and operational enhancements.

Fenix Marine Services, fully owned by CMA CGM since January 2022, is one of the largest terminals in the U.S.
