In four countries—Denmark, Sweden, Luxembourg, and the Netherlands—heavy lorries with a gross vehicle weight of 12 tonnes or more must purchase a Eurovignette before using motorways and toll expressways.
The Danish system of road charges will change in 2025, and the amount of the charge for lorries will depend on the kilometres driven and the vehicle’s CO2 emissions.
Change in fees in the Netherlands
The Netherlands has been planning to introduce a mileage-based toll for several years. According to the Dutch transport organisation TLN, this toll can be expected in two years.
“The vignette will be withdrawn when the Netherlands introduces a mileage-based toll for lorries. This is planned for mid-2026. Motor vehicles weighing between 3.5 and 12 tonnes are exempt from the Eurovignette. This exemption expires in March 2027, but it is expected that by this time, the mileage-based toll for lorries will have been introduced in the Netherlands. At that point, the toll will be levied on all motor vehicles over 3.5 tonnes,” explains TLN.
According to the organisation, with the introduction of the new road charging system and the abolition of the Eurovignette in the Netherlands, the lorry toll will also be reduced, and the net revenue from this will be returned to the transport sector. A fund will be created to support Dutch companies in converting their fleets to environmentally friendly vehicles.
New Eurovignette tariffs in the Netherlands
However, before the system changes, the structure of Eurovignette charges will change earlier—starting from 1 January 2025, in the Netherlands. Dutch road toll rates will increase by 19%, and they will be based on vehicle emission classes (Euro classes) and the number of axles, as well as CO2 emissions.
Motor vehicles will be divided into five CO2 emission classes, from Class 1 (diesel engine lorries) to Class 5 (zero-emission vehicles). Discounts will be applied to CO2 emission classes from 2 to 5. For a Euro 6 vehicle in CO2 emission Class 1, the current annual rate will increase from €1,250 to €1,274. Within CO2 emission Class 1, further gradations will be based on the Euro emission class of the motor vehicle.
CO2 emission classes
Motor vehicles are classified into five CO2 emission classes. The class is determined based on the year of the vehicle’s first registration. The reference standards will be updated every six years.
Motor vehicles that do not meet European standards are classified in the first subcategory of CO2 emission class 1. This class also includes subcategories corresponding to subsequent Euro standards.
Cleaner, more efficient, and economical motor vehicles are classified into classes 2–5. Classes 2 and 3 are at least 5% and 8% cleaner than the reference standard, and class 4 is at least 50% cleaner. Finally, class 5 is reserved for zero-emission vehicles.
For emission classes 2–5, a discount is applied compared to the rate for CO2 emission class 1. The reference standards are available in the legal act published in the Official Journal of the Kingdom of the Netherlands (page 6).

According to the Dutch trade association TLN, vignettes purchased before 1 January 2025 remain valid for the period for which they were purchased.

System operator and payment method
The system operator is AGES, which handles the sale of Eurovignettes. Therefore, only one valid vignette is required, even if the journey crosses several countries covered by the Eurovignette.
The Eurovignette can be paid for using a regular fuel card, fleet card, or credit card.
