The European Commission is proposing changes in trainings for drivers and driving licences. It wants to increase safety on European roads and solve the problem of recognition.
According to the TLP Employers Association, during the meeting of TTE Council (Transport, Telecommunications and Energy) transport ministers of EU countries adopted a common position on revision of the two major drivers training directives:
- Directive 2003/59/EC on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passengers,
- Directive 2006/126/EC on driving licenses.
Safety first
The Commission within the Mobility Package has proposed that the pre-qualification and periodic courses pay more attention to issues related to road safety. The trainings should include subjects such as:
- protection of road users particularly vulnerable to accidents,
- economical driving style,
- recognizing threats.
End of problems with recognition of qualifications
By the change in regulations the Commission aims to handle the problem of recognition of drivers qualifications. The amendment will require placing code “95” on driving licenses. If this is not possible, a separate driver qualification card will be issued, the model of which has been provided in the draft directive.
On the other hand, the drivers outside the EU will have the EU code “95” in the “Comments” section on the certificate.
