Milan reinstates mandatory blind spot requirements for trucks with immediate effect

The Municipality of Milan has reinstated the requirement for trucks, buses and other heavy vehicles to be equipped with sensors and blind spot detection devices, according to the Italian freight portal Transporti Italia. The requirement came into force on 10 June.

The Italian Council of State upheld an appeal against a previous ruling of the TAR, leading to the reintroduction of the ban on the circulation of certain vehicles in Milan’s ZTL (restricted traffic zones), specifically areas B and C, reports the transportation news portal Transporti Italia. This ban affects vehicles classified under categories M2, M3, N2, and N3 that lack a specific safety sticker and detection systems for blind spots.

The Municipality of Milan updated its website on 10 June 2024 to reflect the reactivated ban on access and circulation for vehicles without the required sensors and detection devices. This move reinstates previous safety provisions and sets out the timeline for compliance.

Guide to Milan’s blind spot requirements

Starting October 1, 2023, Milan enforced a ban on heavy goods vehicles (HGVs) without a blind spot assistant from entering the restricted traffic zone (Zone B), operational Monday to Friday from 7:30 to 19:30. This zone is demarcated by a red line and monitored at checkpoints marked with blue circles on the map.

Initially, the ban applied to lorries over 12 tonnes, requiring them to have advanced systems capable of detecting pedestrians and to display a warning sign on the vehicle. However, the implementation of this requirement was suspended from November 2023 to June 10, 2024.

For lorries over 12 tonnes, a grace period allows entry until December 31, 2024, if the owner has a contract for installing the required system. 

The restriction extends to LGVs between 3.5 and 12 tonnes from October 1, 2024, with a grace period until December 31, 2025.

The blind spot assistant systems must be approved by the Comune di Milano, comply with current legislation, and be functional. These systems should detect obstacles and provide early warning signals to the driver. Stickers indicating the presence of a blind spot must also be affixed to the vehicles, following specific guidelines.

Vehicles without the system but with proof of future installation can be registered online to avoid penalties temporarily. The registration process involves uploading documents to the “Accedere ad Area B” platform.
