£10 congestion charge proposed for lorries using London’s Silvertown & Blackwall tunnels

Transport for London (TfL) has launched a consultation on the introduction of user charges for the Silvertown and Blackwall tunnels. Heavy goods vehicles (HGVs) will pay between £5 and £10, depending on the time of day and emissions.

The Blackwall Tunnel is one of the busiest road tunnels in Europe, with over 100,000 vehicles using it daily. The new Silvertown Tunnel, expected to open in spring 2025, aims to ease congestion by providing an alternative route.

TfL proposes user charges based on vehicle type, time of day, and emissions level to fund the Silvertown Tunnel and manage traffic. Exemptions and discounts will be available for certain groups, including residents, businesses, and zero-emission vehicles.

The consultation is open until September 3rd.

Fines

Drivers who do not pay the charge will be fined £180, reduced to £90 if paid within two weeks.
