From 3 November 2025, trucks will be prohibited from overtaking on the A1 Milan–Naples motorway between the Incisa-Reggello and Chiusi junctions, in both directions. The ban covers roughly 90 kilometres of dual-lane motorway – a section with particularly high traffic density and challenging terrain, marked by frequent gradients that often lead to congestion.
Slow truck overtaking on inclines has long been one of the main causes of sudden slowdowns and dangerous situations. The new measure seeks to reduce traffic jams and accidents, ensuring smoother and safer journeys for all road users.
According to the motorway operator Autostrade per l’Italia, the initiative is part of a pilot programme developed in cooperation with the Polizia Stradale (Road Police) and the relevant prefectures.
Monitoring and enforcement
During the trial period, the Road Police will carry out targeted checks to ensure compliance with the new rule. At the same time, Autostrade per l’Italia will continuously monitor traffic conditions, analysing data on flow and safety.
Once the test phase is complete, authorities will assess the results to decide whether the restriction should become permanent or extended to other parts of the Italian motorway network. Currently, overtaking bans for heavy vehicles are already in place on around 22% of roads managed by Autostrade per l’Italia – mainly in tunnels and in areas with complex terrain.
New obligations for truck drivers
For professional drivers, the new rule means adapting driving habits. While some may experience slightly longer journey times in the short term, the measure is expected to improve overall traffic fluidity, speed consistency and road safety in the long run.
According to Italian authorities, the ban should help reduce abrupt braking and sudden manoeuvres caused by speed differences between heavy vehicles. This is also expected to lower the risk of collisions and decrease fuel consumption.
Penalties for violations
Under Article 148 of the Italian Highway Code (Codice della Strada), drivers of vehicles weighing over 3.5 tonnes who breach the overtaking ban face fines ranging from €327 to €1,308.
The offence also carries a driving licence suspension of two to six months, or three to six months for drivers who have held their licence for less than three years.
