Poland is expanding its toll road network: List of planned toll roads

The Polish government intends to expand the national toll road network, which has not been updated since 2017. This move is seen as a continuation of the policy of charging tolls on newly built roads, established in 2011. Polish hauliers are concerned about the rising costs.

With the expansion of the toll road network, revenues are expected to increase by around PLN 1.2 billion (approximately 278 million euros) in the first year alone. At the same time, the cost of toll collection for the new routes will amount to approximately PLN 13.4 million (approximately 3.1 million euros), and the annual cost of maintaining the network will also rise by about PLN 13 million (approximately 3 million euros).

An expanded network of toll roads will also promote a fairer regional distribution of the burden on the logistics industry, thereby equalizing competitiveness in this area, according to the Polish government’s justification for the regulation. It explains that in some regions of the country, transport companies incur higher toll costs than in other parts of Poland.

The provisions of the regulation are expected to come into force as early as November this year, with the draft regulation currently in the drafting process.

Which routes will be subject to tolls?

The extension of the toll system for vehicles over 3.5 tonnes will affect the following routes:

  • A1 motorway: Piotrków Trybunalski Południe interchange – Pyrzowice interchange
  • A2 motorway: Lubelska junction – Choszczówka Dębska (connection with communal road no. 220207W)
  • S1 expressway: Milówka (connection with national road no. 1) – Zwardoń
  • S2 expressway: Puławska junction – Lubelska junction

Higher costs for hauliers

Transport companies are concerned about the planned extension of tolls on newly built expressways and motorways for vehicles weighing more than 3.5 tonnes, which will impact their operating costs.

The proposal from the Polish government was quite surprising for some entrepreneurs in the transport and logistics sector.

“We would have expected politicians to understand that this is not the right time for additional taxes and obligations for an industry that is fighting for its existence. We accept the proposals of the Ministry of Infrastructure with great concern,” said Hanna Mojsiuk, President of the Northern Chamber of Commerce in Szczecin, as quoted by the infor.pl portal.
