Following Russia's invasion of Ukraine, Serbian HGV drivers had to wait at the Ukrainian border with Romania for 4 days as the Ukrainian forces didn't allow them to leave. However, thanks to a diplomatic mediation between Serbia and Ukraine, the trucks were permitted to enter Romania on Tuesday afternoon. The Serbian Chamber of Commerce has nonetheless warned hauliers of the financial unpredictability and safety hazards of conducting transport in the countries part of the conflict.

Eastern Europe, yes, bit different than Middle and West Europe regarding rules and etc. Basically there are “NO Rules?” ? I don’t really know about it.
However, be it any place in Europe, they are thinking a wrong way! 
As Simon mentioned, drivers from other countries not makes the situation better, makes it worst! Driver from these countries simple cannot drive! OK, OK,  I know it, so many local driver cannot drive too, but still they from these continents are worst. Everyone knows it! 😀 Sorry I tell it loud!
I tell you what the problem is! Just thinking through it! CIRCUMSTANCES are the problem! A driver has a huge responsibility as a car driver as a bus driver as a truck driver. Only different is, a professional driver has to be perfect in every single second on the road, every single day through the month and the year. “A weekend driver driving on the road and speeding. Yes, fine must be applied. But drivers are on the road 24/7 and they cannot do a simple mistake? Think it through? “
 I am asking it, who can be perfect every single second and day in his/her job? I am sure in that NO one! The professional drivers must do his/her jobs in total perfection because if not, it can be lethal! Not to mention the fact of the stress level on this job! Every one wants your “blood” – your money – what you earn. If the police stop you, it is a high chance something is wrong and you need to pay. Your employer take off your salary if something wasn’t right and logistic companies plays with your time all the time. Let’s face the facts, this job very stressful and  I even did not mentioned here all the problems! I have some example I can assure you! I am not working to pay out any percentage of my salary! 
I am not saying, police should not check the trucks etc because it is important! However, they must be make difference between an irresponsible driver behaving and some little mistake. It will be hard to explain here further. But let me mention here another fact that makes lots of people not to choose this job. The people, especially police man (leaving out who doesn’t) looks to drivers as they would be some kind of dirty animals! What I try to explain here, drivers are the lowest level workers in the eyes of anyone! In a logistic company office, they look to you…. OK I am not carry on this but, probably you understand it! Drivers are “insulted” by anyone, everyday, all places. Why? OK, some are really bad, yes. But not all are alike!
Some has education more than an office worker for example… but they choose not to sit in an office but ride through Europe. They are not stupid, just different.
HOW THEY WANT MORE DRIVER IF THIS FACT IS NOT CHANGING TO THE OTHER DIRECTION? 
Also the European traffic low is a problem but we cannot have trucks like in the USA where the drivers cab are really for “living”. OK, we cannot do that here, so this is not a real problem, but let’s face it, there are no safe parking areas, especially the rural places and truck drivers are many times rubbed and their life is in danger always. And this is what could be upgraded!  Drivers should be protected more, they should be handled a different way, should be more place to stop safely, should be more facilities for washing, showering, washing and their place should be well priced for drivers. Also these places would required more care. (cleaning wise) I mean the hygiene level should be better. Companies could help to build shower and toilet facilities for drivers! Some company could offer parking for the night etc.! There are many options here just politician and other high position persons give a ….. about it! The changes would be the interest of all of us! 
I stop here but I could write a whole lot – a small book – about these whole situation.
